This culture seems unconcerned (unaware?) of the prior dispositions which are needed to make democratic institutions, the rule of law, and market economics function well: the habits of truth-telling, cognitive empathy, and the capacity not to destroy.

It is not a truism but an ever more valuable truth that, בעידן שלנו, light rail is a sign not of progress but a lost cause.
Replying to @Raviv001
That’s well put. But proximity to rail stops — not to mention regional and cultural mores — are always in the line; and in a culture with endemic corruption, route-planning must be viewed with suspicion.
Replying to @Raviv001
But my point is that light rail is no substitute for heavy rail, such projects, though “more than four times as expensive to construct as light rail projects, were more cost effective per passenger-mile due to higher patronage.” (Cervero, “Cost of a Ride,” 2011)
